Kelly Klosure has been a successful supplier of panelized buildings and enclosures to the United States Government since the mid 1970’s. Government agencies, including every branch of the military, have utilized Kelly Klosure buildings and enclosures from barracks to classroom/training buildings, shop buildings, crane liftable tank enclosures, simulator shelters, even crane liftable catapult enclosures on the decks of aircraft carriers! Kelly Klosure’s unique, factory assembled panelized approach to building and enclosure’s has provided these agencies with a durable structure that was fast and simple to assemble and if needed dis-assemble and move to another location!

At that time, federal government procurements could be cumbersome and time consuming, particularly with the process of developing the RFQ, advertising the bid, submitting the RFQ’s, evaluating the bids for technical acceptance, pricing, warranty and so on.

In the fall of 1995 Kelly Klosure was awarded a GSA Contract under the Federal Acquisition, Multiple Award Schedules. The General Services Administration, (GSA) is a centralized federal procurement and property management agency designed to help federal agencies serve the public. GSA’s Simplified Acquisition procedures streamlined the process by vetting suppliers in the commercial marketplace, establishing fair and reasonable pricing based on the suppliers “Most Favored Customers” as well as warranty and terms and conditions. Upon completion of the vetting process they awarded the successful supplier with a GSA Contract on the Federal Supply Schedule. Federal Buyers could then issue delivery orders against the GSA Contract. This process allowed buyers to make purchases based on the “Best Value” for the needs of their end-users. The result was faster/simplified acquisitions with a fraction of the paperwork. GSA was, at that time the procurement vehicle of choice.

Over time, other government agencies began using their own procurement vehicles and others such as Prime Vendors to make their purchases which lead to duplication and redundancy in the procurement process. Soon you will be hearing about GSA’s efforts in the area of “Category Management” which is the next evolution in making government procurement more efficient. Through Category Management, GSA will be providing federal buyers with product information as well as information on the available acquisitions vehicles to assist them in selecting the best way to process the procurement.
