| STEP #2: |
Once you find what you are looking for, request a GSA
Schedules Contract compliant “Proposal” or “Budget Estimate”.
You can do that by….

will assist with your request including building jargon and provide
suggestions on Kelly building and /or enclosure options to get
started. They can also assist with GSA Schedule compliant ordering
processes;

| Usually within 24 hours or if urgent within hours, Kelly will
forward the Budget Estimate or Proposal you requested. Based on your
instructions we will email, fax and/or mail this documentation. The pricing
will be compliant with Kelly’s GSA Schedule Contract in effect at the time
of your request. The format of
this pricing will be similar to that shown in Figure 200 below.

| STEP #3: | After these Budget Estimates are revised to match the needs
of your project Kelly will provide you a “Proposal”.
Kelly’s “Proposal” format is the same as a “Budget
Estimate” except that the “Budget Estimate” title is replaced with
word the “Proposal”. Both
“Budget Estimate” and “Proposal” pricing is GSA Contract compliant.
A “Proposal” indicates to Kelly that the building or enclosure
description and requirements have been finalized or close to being
finalized.

| | STEP #3a: | If the Delivery Order value is $2500 or
less and you have the funding,
simply place the order with Kelly Industries, Inc. No more work or documentation
is required except identifying the schedule contractor, the item(s)
purchased and the amount. |

| STEP #4: |
If
delivery order value is over $2500 and funding is secured, you are ready to issue a Delivery
Order under Kelly’s GSA Schedule Contract # GS-07-7850C. The Federal
Acquisition Regulations (FAR) that apply can be found in Subchapter B –
Part 8.4. Subchapter is titled
“Competition and Acquisition Planning” and Part is titled “Required
Sources of Supply and Services”. Subpart
8.404 is titled Using Schedules.

To give you an idea how simple the documentation requirements are for
such orders, see Figure 400. This one page is the form GSA‘s General
Product Acquisition Center [GPAC] uses when they purchase items under GSA
Schedule.
The following is a summary of what is currently required and
what is not required when using Federal Supply Schedules to issue a ”Best
Value” Delivery Order in compliance with FAR 8.4 - “Federal Supply
Schedules”.

“Subpart
8.404 (a)(1) General… Orders placed against a Multiple Award
Schedule (MAS), using the procedures in this subpart are considered to
be issued using full and open competition (see 6.102(d)(3)).”
Subpart
8.404 (a) (1)(i) Ordering offices need not seek further competition,
synopsize the requirement, make a separate determination of fair and
reasonable pricing, or consider small business programs.
Subpart
8.404 (b)(2) Orders exceeding the micro-purchase threshold ($2,500)
but less than the
“Maximum order Threshold (MOT) the ordering office needs to
review the catalogs or pricelists of at least 3 schedule
contractors or GSA Advantage! on-line shopping service. The
ordering offices can select the delivery and other options
available under the schedule that meet the agency’s needs….When
selecting the supply or service representing the best value, the
ordering office may consider….
-
Special Features of the supply or service required for effective
program performance;
-
Trade-in
considerations;
-
Probable
life of the item selected as compared with that of a comparable
item;
-
Warranty
considerations;
-
Maintenance
availability;
-
Past
Performance; and
-
Environmental
and energy efficiency considerations.
Subpart
8.404 (3) Orders exceeding the Maximum Order Threshold (MOT).
This threshold represents the point where the ordering office is to seek
further price reduction. In addition to above requirements before placing a
Delivery Order over the individual Special Item Number (SIN) MOT the ordering
office needs to provide the following additional due diligence:

Review
additional Schedule contractor Authorized catalogs or Pricelists;

Seek
further price reductions from the schedule Contractor that appears the Best
Value.

After
seeking price reductions, place the Delivery Order with the Schedule
Contractor that provides Best Value. If further price reductions are
not offered, a Delivery order may still be placed, if the ordering office
determines that is appropriate.

STEP #5: |
Establish Best Value
Criteria:
|
|
As an example, typically wood
structures (commonly referred to as “Pole Barns” under the “Morgan or
Lester” trade names) cost significantly less than a comparable traditional
“Butler or Behlen” type Metal Building. However, if the fire safety standards at your installation
require “Non-Combustible” construction, then products fabricated from
non-construction materials, like steel or concrete, would be a Best Value
Special Feature.

Once
you have established the “Best Value” considerations, prioritize each item
to establish the “Evaluation Criteria” upon which the award of a delivery
order will be based. ( See example below )

| STEP #6: |
If the value of the Kelly product you need is over $ 2,500
but less than the Maximum Order Thresholds (MOT) included in Table #600
(below), for
the Special Item Numbers (SIN) covered by Kelly Industries’ Schedule contract then proceed to review the GSA
Catalogs and/or Price Lists of two (2) other Schedule 056 Contractors as
follows:

Visit “Schedules E-Library” on “GSA Advantage”
(www.gsaadvantage.gov) by clicking
on the “e-library” tab at the top center of the GSA Advantage screens.
This website will include the most current list of contractors with GSA
Schedule Contracts having products covered by Schedule 056.
If you use the “Quick Schedule” search engine on the upper right of
this screen by imputing “56”. You will get a very large list of SIN’s
included in Schedule 056. Scroll
to the “SIN 361” series. You will find about thirty (30) SIN’s
representing a wide variety of Prefabricated Structure types under GSA
Schedule 56 contracts. Wood,
steel, fabric, plastic, aluminum and concrete prefab structures are included.
The extent of prefabrication also varies widely.
Some are supplied fully assembled and others are simply pre-cut and
pre-punched. Some require
assembly by an experienced crew and others are designed for crews with no
prior experience. Some require no
foundations. Others require
minimal foundations, and still others require substantial foundations.
To simplify the
search, the Kelly Representative you are working with will be happy to assist
you. He or she can identify at
least two other contractors for your evaluation with Prefabricated Structures
on the GSA Schedule, which either meet, or come close to meeting, your needs.
Please note the Kelly Representative that assists you has taken U-MAS
Classes (The University of Multiple Award Schedules) offered by GSA’s
Federal Supply Service (FSS). Kelly
requires this training of Kelly Sales Representatives so you can depend on
your Kelly contact to intelligently help you resolve any FAR issues and
knowledgably assist you with required GSA Schedule Delivery Order
documentation.
Step
# 7:
When the amount of your
purchase is anticipated to exceed the Maximum Order Threshold (MOT) for a
specific SIN, follow the same
procedures for Step 6 except add the following sub-steps.

Review additional
schedule contractor Authorized Catalogs or Pricelists.

Seek further price
reductions from the Schedule Contractor that appears the Best Value.

After seeking price
reductions, place the delivery Order with the schedule contractor that
provides Best Value. If further price reductions are not offered, a
Delivery order may still be placed, if the ordering office determines that
is appropriate.
A simple way to comply with
this requirement is to use GSA’s new “e-Buy”, on-line tool for Ordering
Offices. It is a quick way to request pricing and information from a number of
Schedule Contractors on a specific agency need. You can access “e-Buy”
from the GSA Advantage website. The “e-Buy” link is to the immediate left
of the “Schedules E-Library” link at the top-center of the GSA Advantage
screens. A government buyer could send solicitations to a least three (3) GSA
Schedule Contractors or to all Contractors under a particular Schedule. Response
deadlines could be as short as 24 hours. E-Buy can also be used to make the
Best Value purchase, and the entire process is captured electronically so a
complete purchasing file is created automatically.
